"Group sues state over school busing" (Associated Press, as published in the Rapid City Journal, April 25, 2003)

"At issue is a so-called Blaine Amendment in the state constitution that prohibits state, county or local governments from providing land, money or other aid to any sectarian school.

The lawsuit argues that the term 'sectarian' at the time of statehood applied to out-of-favor subset religious groups but over the years has come to be applied to any individual or group with religious affiliation or status.

According to the complaint, the Hot Springs School District has for years transported religious-school students who live on existing bus routes. It said Bethesda School, parents and the school district had agreed last spring on issues involving insurance coverage and liability so the practice could continue."
